National Committee of Codex Alimentarius

The National Committee of Codex Alimentarius (CNCA) was created by an executive decree Number 05-67 of  January 30 th 2005 placed under the aegis of the Ministry of  Consumer Protection (Ministry of Trade), it has a permanent secretary’s office provided by the Algerian Center of Quality Control and Packaging .

Tasks of the Secretariat of Codex Alimentarius National committee:

- To ensure a link between the Secretariat of the joined commission FAO / WHO of
Codex Alimentarius and the National Committee of Codex Alimentarius;

- To organize and ensure the material and administrative follow-up of the
Committee's relations with the Codex Alimentarius Commission and dependent   bodies;

- Establish the draft agenda and fix the scheduled date for meeting of the Committee
in consultation with the Chairman or his representative and notify it to members;

- Prepare and present the files inherent in the agenda meetings;

-  Ensure the material organization of the Committee meetings;

- Establish the minutes of committee meetings;

- Pass the minutes of meetings on to committee members

- Managing the documentary related to the activities of Codex Alimentarius;

- Send comments on the documents or experts proposals to the Codex Alimentarius  

- Collect, treat and classify information related to the commission activities of Codex Alimentarius in order to have a data bank .


Organization of the National Committee of Codex Alimentarius:

The Committee was presided by the Minister responsible for consumer protection, or his representative. This committee is composed of representatives of the following ministries:

- The foreign office;
- Ministry of agriculture and rural development;
- Ministry of industry and investment promotion;
- Ministry of health, population and hospital reform;
- Ministry of town and country planning, of environment and of tourism;
- Ministry of fishing and fishery resources;
- Ministry of higher education and scientific research;
- Ministry of Finance;
- Ministry responsible of water resources;
- Representative of the association of consumer protection.


The CNCA tasks:

- Contribute to Codex Alimentarius activities related to the establishment of food standards by taking part in debates and in decision-making;
- Ensure the  link with the involved parties so that the government has an appropriate range of political and technical advices over which it based its decisions related  to the issues raised in the context of the Codex activities;
- Organize a technical collaboration with the member countries of Codex Alimentarius commission;
- Coordinate nationally the Codex activities;
- Raise professional awareness on the use of adopted technical regulations and rules and on the issues of food safety of, in order to promote the quality and competitiveness of domestic products;
- List the Algerian products typically, and present them to the Codex Alimentarius Commission to include in its activities.

The joined Commission FAO / WHO, Codex Alimentarius Commission was created in 1963 by FAO and WHO.

The tasks of the Commission:

- Elaborate food standards, guidelines and relating texts such a practice code, under the Joint FAO / WHO Food Standards program;
- Coordinate all standardization activity related to food;
- The commission asks regularly to attend international meetings to discuss specific aspects of food production and international trade of food, based on expert’s opinion, undertaken by both government and nongovernment organizations;
- As part of the management of its tasks, the committee set up a permanent specialized technical committees dealing with general issues and products

- At pesticide residues;
- At veterinary drug residues in foods;
- At food labeling;
- At nutrition and dietetics foods or dietary foods;
- At food inspection systems;
